Polish Geographical Review (Przegląd Geograficzny)

The longest-running (since 1919) Polish geographical journal with countrywide coverage. In the years 1919-1953, it appeared under the sponsorship of the Polish Geographical Society, and later on, since 1954 – it has been published by the Institute of Geography (and Spatial Organization) Polish Academy of Sciences.

The journal publishes original papers that cover a range of theoretical, methodological, and empirical issues, with subject-matter reflecting both main trends as well as an evolution going on in Polish geography. The majority of papers is published in Polish, and only occasionally in English. Among the Authors are not only Poles but also foreigners. Since 2001, the particular issues have been dedicated to two broadly defined geographical fields, i.e. being entirely focused on either physical or socio-economic geography.

A Quarterly – in the past, some of the numbers were published as combined issues (in the years 1941-1946 one issue per year). In 2019, 90th volume appeared. The journal is prepared and edited by the Committee of Editors; since 2001, the editorial works have been conducted in cooperation with consultative and advisory body in the form of Editorial Board, consisting of renowned representatives of geographical sciences both from Poland and abroad.

The journal is indexed by Scopus, GeoRef, ProQuest-IBBS, Geobase, Current Geographical Publications – Contents, Bibliographie Géographique Internationale.

Abstract

Celem artykułu jest określenie płaszczyzn problemowo-przedmiotowych dotyczących ujmowania perspektywy prawnej w dyscyplinie geografia społeczno-ekonomiczna i gospodarka przestrzenna. Dla potrzeb realizacji tego celu najpierw wskazano ogólne relacje występujące między naukami geograficznymi i prawnymi. Następnie wyodrębniono i przedstawiono kluczowe nurty teoretyczne, które ułatwiają doprecyzowanie roli wymiaru prawnego w geografii społeczno-ekonomicznej i gospodarce przestrzennej, akcentując i charakteryzując przede wszystkim podejście instytucjonalne i geografię prawną. Następnie wyodrębniono najbardziej istotne tematy, w których występuje związek między wymiarem prawnym a geografią społeczno-ekonomiczną i gospodarką przestrzenną. W kolejnym kroku wyodrębniono dwie grupy zagadnień: te, w których wymiar prawny jest już w literaturze dostrzegany oraz te, w których wymiar prawny nie jest zauważany lub występuje w znikomym stopniu. Do wszystkich wyodrębnionych ten sposób zagadnień dostosowano te gałęzie prawa, które w najszerszym zakresie są z nimi powiązane. Najczęściej powoływaną w tym kontekście gałęzią prawa okazało się prawo administracyjne. W ostatniej części artykułu podjęto próbę określenia kluczowych kierunków przyszłych badań i dyskusji naukowej.

Abstract

Celem pracy jest wyjaśnienie, czy i w jaki sposób czynniki historyczne mogą odgrywać rolę w kształtowaniu praktyk religijnych oraz jaka może być w tym rola współczesnej urbanizacji i modernizacji. W analizach wykorzystano unikalne dane dotyczące frekwencji na mszy świętej w latach 2016‑2018, liczone we wszystkich 10,0 tys. parafii w Polsce. Dane te analizowano w podziale na regiony uwarunkowane historycznie oraz w podziale na współczesne typy obszarów pod względem intensywności procesów urbanizacyjnych i metropolizacyjnych. Wykazano, że poziom uczestnictwa w praktykach religijnych jest historycznie zakorzeniony (osadzony) w środowisku lokalnym: najwyższy poziom charakteryzuje obszary wschodniej i południowej Polski (Galicja, Królestwo Kongresowe), a w większości z tych regionów obserwujemy spadek uczestnictwa wraz ze wzrostem stopnia urbanizacji i metropolizacji, ale jednocześnie istotne różnice pomiędzy regionami uwarunkowanymi historycznie dla obszarów o podobnym stopniu urbanizacji, także pomiędzy dużymi miastami. Na tej podstawie opracowano model przestrzennych (historyczno‑geograficznych) uwarunkowań praktyk religijnych w Polsce. Analizy są pierwszym szczegółowym badaniem zróżnicowania parafii katolickich w oparciu o tak dużą i geograficznie szczegółową próbę badawczą

Perceptions among young people of school age of the functions and ranks of selected regional centres in Poland

Abstract

Od 1999 r. zbiór 16 województw w Polsce nie uległ zmianie ilościowej (pomimo ustawicznej krytyki ówczesnej reformy administracyjnej). Stan ten spowodował powstanie obszarów wykluczonych, często skoncentrowanych wokół ośrodków o (teoretycznie) podobnym potencjale do najmniejszych miast wojewódzkich. Celem artykułu jest rozpoznanie, w jaki sposób obecnie obowiązujący podział administracyjny na województwa jest postrzegany przez tych, którzy nie mają możliwości porównania go z podziałem obowiązującym przed ostatnią reformą – młodzież ze szkół średnich. Badania ankietowe zrealizowano w dziesięciu miastach: sześciu ośrodkach mogących stać się w przyszłości stolicami województw (Częstochowa, Kalisz, Koszalin, Płock, Radom, Słupsk) oraz czterech stolicach województw o zbliżonym do tych miast potencjale (Gorzów Wielkopolski, Kielce, Toruń, Zielona Góra). Wyniki pokazują, iż młodzież z miast niewojewódzkich częściej wybiera funkcję administracyjną jako najważniejszą funkcję regionalnej stolicy, a uczniowie szkół ze stolic województw silniej podkreślają konieczność pełnienia przez stolicę również funkcji kulturalnej, edukacyjnej i religijnej. Zauważono zależność między ogólnym wyposażeniem miasta w usługi a opinią młodzieży – im więcej placówek i usług mieściło się w danym ośrodku, tym częściej był on wskazywany jako „regionalna stolica”. Nie wykazano natomiast występowania tzw. „kompleksu niższości” wobec mieszkańców stolic województw oraz związku między realnym wyposażeniem miasta w konkretne rodzaje placówek a funkcjami, które powinna pełnić regionalna stolica w opinii młodzieży.

Abstract

Inequalities and disparities across space are the result of an unequal distribution of resources and income in and between specific areas. It is primarily on the quality and abundance of internal resources and the level of economic use made of them that regional and local development depends. Resources constitute the competitive advantage regions enjoy and are largely responsible for determining their specialisation and economic functions. It is widely assumed that the activation of a region’s internal potential has a positive effect on the living conditions of its residents and allows for the most-effective use of resources in support of regional development. Such an assumption is guided by the theoretical concepts of territorial capital (Camagni, 2008), endogenous capabilities (Scott and Storper, 2003) or local conditions and local networking (Fujita et al., 1999).

The root cause of spatial inequality appears to lie in natural resources (even if this the more-general geographical location, or the more-specific presence of raw materials, or environmental conditions). These are deemed to have shaped settlement, migration flows, the development of infrastructure in regions, and their economic specialisation.

The result of the outworking of all these processes and phenomena is for areas of differentiated socio-economic development to have developed. As an example, the countries of the European Union suffer from pronounced socioeconomic disparities between regions (Petrakos et al., 2005; Psycharis et al., 2020), even as it is worth noting that, while inequalities between countries are decreasing gradually, inter-regional disparities within countries are actually increasing (Perrons, 2012; Kemenyi Storper, 2020). Very pronounced manifestations concern urban versus rural areas, as it is particularly in agglomeration areas that the labour market, public infrastructure, the services and manufacturing sectors are all concentrated, with the result being a shaping of decidedly-higher wages and levels of wellbeing defined broadly, as compared with rural areas.

Associated with the disparities is the concept of the area (or region) lagging behind, and thus being deemed problematic, depressed, peripheral, handicapped, etc. The connotations of these terms are such as to denote territories characterised by certain phenomena and processes that are negative, and indeed more negative than in other areas. Given that consistent negativity, this study has treated the different concepts as if they were synonyms, given that what counts is that the territories in question represent negative values on the axis of spatial inequality.

In recent years, increasing scientific attention has been focused on the social and political consequences of spatial inequalities, which have gained repeat description in the context of a threat being posed to social cohesion and potentially entailing political breakdown, even as injustice and marginalisation are present. Social discontent is then reflected in the rise of populist and contesting parties that target the establishment.

And so to the core purpose of the work described here, which has sought to determine the consequences of spatial inequality (disparities) as manifested in the political sphere. To that end, this paper begins with a characterisation of the way in which research approaches to problem areas and social discontent have evolved. That then leads into the analysis of voter preferences founded upon comparison of two constituencies (Electoral Districts) located in problem areas of both NW and SE Poland, by reference to the results for the Polish Sejm (Lower House) recorded at the last four elections (of 2011, 2015, 2019 and 2023). The results in these case studies were contrasted with nationwide political preferences, as well as results in a District considered one of Poland’s most-developed socioeconomically. A common thesis in the literature as to the populist preferences of problem-area residents gained tentative acceptance. The study was carried out within the framework of a research project entitled “Social and political consequences of spatial inequality: a case study of Central and Eastern Europe”, which has involved scientific teams from Poland, the Czech Republic and Germany.

The results from the case studies (focusing on the Electoral Districts of Koszalin (in NW Poland) and Chełm (SE)) were contrasted with nationwide political orientations and results from one of the most-elite (and thus implicitly least-populist) localities in Poland, i.e. Poznań. The comparisons made were able to confirm the thesis regarding the more-populist voting preferences of problem-area residents. However, on the Polish political scene, populism cannot necessarily be said to represent a specific ideology on the left-right axis, rather showing a potential to attract voters whose preferences have developed either in local conservative or more-progressive milieus. More ideologically expressive parties, on both the right and the left, obtained comparable and higher results in problem areas than nationwide in both types of community. On the other hand, mainstream parties aware of the potential behind populist factions, are adjusting their electoral programmes to compete for the votes of the “discontented” communities in “left-behind” areas.

Abstract

Urban shrinkage, characterised by long-term demographic, socio-economic and spatial changes, has been studied extensively, including via research into causes, typologies, and planning responses. However, while understanding and measuring urban shrinkage processes is crucial if policymakers are to respond adequately to cities’ challenges, multi-criterion studies on shrinkage trajectories are still required for the spatiotemporal complexity to be captured correctly. This study reviews methods by which urban shrinkage is studied and concludes with a selection of multi-criterion methods that offer more in-depth insight than population-based methods. Finally, a multicriteria analysis, adapted from Milbert (2015), is applied to measure urban shrinkage in Poland in the years 2006 to 2021. This incorporates six variables with a view to shrinking and growing cities being assessed and assigned to one of five categories.

The research provides insights into Poland’s most recent urban shrinkage processes. Results show that, over the analysed period, urban shrinkage was a phenomenon that increased and intensified in Poland, affected a growing number of urban centres of medium size, and was to be noted on the peripheries of metropolitan areas. Such research outcomes contribute to a better understanding of urban shrinkage in Poland, provide a basis for further research, and inform policymakers as they seek to formulate more-targeted strategies to address the specific challenges that urban shrinkage raises.
