Status of digital accessibility

The websites are partially compliant with the annex to the Digital Accessibility Act of April 4, 2019, regarding the digital accessibility of websites and mobile applications of public entities, due to the non-compliances and exemptions listed below.

Inaccessible content

Content exempt from regulations

  • Our websites may include PDF files in graphical format, which require OCR tools to read. These documents are not necessary for carrying out the unit's ongoing tasks or using its services.
  • The websites contain content that has not been updated or modified since September 23, 2019, including changes to the layout or structure of the information presented or the way information is published.
  • The websites contain text and text-graphic documents created using presentation or spreadsheet software, published before 23 September 2018.

Non-compliance with the annex

  • Some graphic elements, including those functioning as links or serving solely promotional and decorative purposes, lack alternative descriptions in the form of text labels.
  • The websites may contain contextual text links without clear information about the purpose of the link directly in its name.

Everyone has the right to request digital accessibility of websites or their elements. The request must include:

  • the first and last name of the person submitting the request,
  • contact details of the person submitting the request (phone number, e-mail),
  • the exact URL of the webpage where the digitally inaccessible element or content is located,
  • a description of the problem and the most convenient way for the person submitting the request to resolve it.

The request should be reviewed no later than within 7 days. If ensuring digital accessibility of the indicated elements or content is not possible within this period, it should be provided no later than within 2 months from the date of the request. If ensuring digital accessibility is impossible, an alternative means of accessing the indicated elements or content will be proposed.

Handling of requests and complaints related to accessibility

Architectural and communication-information accessibility

  1. The Institute provides services for people with special needs using email, text messaging (SMS, MMS, etc.), and online communicators.
  2. There is no sign language interpreter available in the buildings, nor is there access to an online interpreting service.
  3. There are no induction loops, FM systems, IR systems, or Bluetooth systems in the buildings.

  • by bus or tram to the Plac Starynkiewicza stop (approx. 400 m) or Sienna stop (approx. 200 m),
  • by metro to the ONZ station (approx. 600 m),

There is a city parking lot for passenger vehicles in front of the main entrance, including two marked parking spaces designated for persons with disabilities.

Building description

The building has two entrances:
The main entrance from Twarda Street is not adapted for persons with physical disabilities.

  1. Access to the building is through manually operated external doors. Behind them is a vestibule area and another set of manually operated doors, which can be opened after ringing a bell (the building uses an access card system). Behind the second door, to the right, there is a six-step staircase leading to the reception desk — there is no wheelchair ramp.
  2. To the left of the entrance, there are two elevators providing access to all floors of the building. Both elevators are adapted for persons with disabilities. They have wide doors allowing wheelchair access, handrails at an accessible height, and Braille markings on the control panel. Inside the building, near the internal staircase, there are two additional elevators that serve all floors. These elevators are also fully equipped to meet the needs of individuals with mobility impairments, as well as those who are blind or visually impaired.

The rear entrance to the building, located behind the barrier gate and accessible from the parking lot, is adapted for wheelchair users and individuals who are blind or visually impaired. There is a ramp equipped with handrails.

  1. On each floor, the horizontal circulation areas are fully accessible for wheelchairs (no stairs, thresholds, or barriers that would hinder movement).
  2. Opposite the reception desk, behind the elevator shaft, there is a restroom for persons with disabilities. It features wide doors for wheelchair access and is equipped with sanitary facilities that include support rails to facilitate use.
  3. Guide dogs and assistance dogs are allowed throughout the building.
  4. There is no sign language interpreter available in the building, nor is there an option to use an online interpretation service. If the assistance of a sign language interpreter is required, this need should be reported at least 3 days before the planned visit.
  5. The building is not equipped with the TOTUPOINT system to aid access for blind and visually impaired individuals. There are no tactile maps with Braille markings. The building does not have induction loops or high-contrast markings or large-print signs for the blind or visually impaired. These limitations can be mitigated, as needed, by the assistance of reception staff.

Access

  • by car.

Building description

  1. The main entrance to the reception requires overcoming a single step. The main entrance opens to a width of 85 cm and, with the installation of a ramp by the building staff, can be made accessible for wheelchair users. For lightweight wheelchairs, it is possible to overcome the step with assistance from the building staff. The building lacks guidance systems for visually impaired individuals. There are no induction loops in the building. Additionally, there are no Braille markings, high-contrast signs, or enlarged print for visually impaired or blind individuals. Building staff provide full assistance to individuals with mobility impairments, as well as visually impaired or blind persons, Monday to Friday from 8:00 AM to 3:00 PM. Prior telephone contact is recommended.
  2. There is no elevator in the building. There is no access for individuals with mobility impairments to the upper floors.
  3. The building does not have a restroom for people with disabilities. Access to the restroom requires descending 14 steps and navigating a narrow corridor in the basement.
  4. There are no designated parking spaces for people with disabilities in front of the building. The nearest public parking spaces for individuals with disabilities are located in two locations on Świętego Ducha Street, approximately 100 meters from the building. If necessary, building staff can provide information and direct visitors to these spaces. However, it should be noted that due to the building's location in the historic center of Toruń, these spaces are often occupied.
  5. Assistance dogs or guide dogs are allowed on the premises of the building.
  6. There is no sign language interpreter available in the building, nor is there an option to use an online interpretation service. If sign language interpretation assistance is required, this need must be reported at least 3 days prior to the planned visit.

Building description

  1. Entrance: Access to the building from Św. Jana Street requires overcoming a threshold of approximately 7 cm and crossing a raised platform with a step height of 7 cm. The entrance can be made accessible for a wheelchair user by on-site building support staff opening the door wings.
  2. Accessibility for visually impaired individuals: The building lacks guidance systems for blind and visually impaired persons. There are no induction loops, Braille markings, high-contrast signage, or enlarged print within the building. Assistance: Building staff provide all necessary assistance to individuals with mobility impairments, as well as blind or visually impaired persons.
  3. There is no elevator in the building. There is no access to the upper floors for persons with physical disabilities.
  4. A restroom for persons with disabilities is located on the ground floor of the adjacent wing of the building.
  5. There are no designated parking spaces for persons with disabilities in front of the building.
  6. Guide dogs and assistance dogs are allowed on the premises.
  7. There is no sign language interpreter available in the building, nor is there an option to use an online interpretation service.

Access

  • by bus to the “Szymbark Most Kawiory” stop (approx. 300 m),
  • by car.

Building description

  1. The main entrance to the building requires ascending four steps. The building lacks wayfinding systems for blind and visually impaired individuals. There are no induction loops, Braille signage, high-contrast markings, or large-print labels for persons with visual impairments.
  2. These limitations can be individually mitigated with the assistance of the building’s staff.
  3. There is no elevator in the building. The upper floor is not accessible to individuals with reduced mobility. However, on the ground floor, wheelchair users can move freely along the corridor (there are no stairs, thresholds, or other barriers preventing access).
  4. The building does not have an accessible restroom.
  5. There are no designated parking spaces for persons with disabilities in front of the building.
  6. Guide dogs and assistance dogs are allowed in the building.
  7. There is no on-site sign language interpreter or access to online interpreting services.
